Purpose and Vision of Certification

The Hong Kong Registered Professional Building Inspectors Institute (HKRPBI) operates its certification schemes to promote professional competence, integrity, and public confidence in building inspection–related services.

 

The purpose of HKRPBI certification is to provide an independent, impartial, and internationally aligned mechanism for assessing and recognizing the competence of individuals performing building inspection functions. Certification demonstrates that certified persons meet defined professional requirements and are capable of performing their roles in accordance with applicable standards, regulations, and ethical principles.

 

HKRPBI is committed to maintaining a certification system that is transparent, fair, and credible. All certification activities are conducted in accordance with ISO/IEC 17024:2012, with a focus on safeguarding impartiality, consistency of assessment, and continuous improvement of the certification management system.

Certification Scheme Information

The Hong Kong Registered Professional Building Inspectors Institute (HKRPBI) operates personnel certification schemes to assess and certify individuals engaged in building inspection–related professional activities.

 

HKRPBI functions as an independent and impartial certification body. All certification activities are conducted in accordance with ISO/IEC 17024:2012 to ensure fairness, transparency, and consistency.

 

HKRPBI is responsible for:

  • the administration of certification schemes;

  • examination and assessment arrangements;

  • certification decision-making;

  • issuance, maintenance, suspension, and withdrawal of certification.

 

 

Scope of Certification Schemes

HKRPBI currently operates the following certification schemes:

 

(a) Certified Professional Building Inspector (CPBI)

This scheme certifies individuals who demonstrate professional competence in conducting building inspections, condition assessments, and defect identification in accordance with applicable standards and professional practice.

 

(b) Certified Associate Building Inspector (CABI)

This scheme certifies individuals who support building inspection activities under appropriate supervision and demonstrate foundational technical knowledge and practical skills.

 

 

Eligibility Requirements

Applicants must satisfy the minimum eligibility requirements specified for each certification scheme, including but not limited to:

  • relevant academic qualifications;

  • minimum years of relevant work experience;

  • submission of complete and accurate application information;

  • agreement to comply with HKRPBI certification rules, code of conduct, and related policies.

 

Detailed eligibility criteria are defined in the applicable certification scheme documents published by HKRPBI.

 

Assessment Methods

 HKRPBI applies assessment methods appropriate to the nature and scope of each certification scheme to ensure that competence is evaluated in a fair, consistent, and objective manner.

 

For the Certified Professional Building Inspector (CPBI) scheme, assessment may include a written examination and/or professional assessment designed to evaluate technical knowledge, professional judgment, and application of relevant standards and practices. It also assesses the candidate’s ability to analyze inspection scenarios, identify defects, and apply professional standards.

 

For the Certified Assistant Building Inspector (CABI) scheme, assessment may include a written examination and/or practical assessment appropriate to the level of responsibility, scope of work, fundamental technical knowledge and basic inspection principles. It also assesses the candidate’s understanding of inspection procedures and support functions under supervision.

 

Assessment activities are conducted by competent and authorised personnel, and certification decisions are made independently from assessment activities in accordance with HKRPBI procedures.

 

Note:

Detailed eligibility criteria, examination syllabus, duration, and marking schemes are managed as controlled internal documents and will be provided to eligible candidates at the appropriate stage in accordance with HKRPBI procedures.

 

 

Certification and Examination Process

The certification process consists of the following stages:

  1. Application submission with supporting documents;

  2. Eligibility review by authorizedd personnel;

  3. Examination and/or assessment;

  4. Evaluation and scoring in accordance with approved criteria;

  5. Independent certification decision by personnel not involved in examination or assessment;

  6. Issuance of certification to successful candidates.

 

HKRPBI ensures functional separation between assessment activities and certification decision-making to maintain impartiality.

 

 

Examination Arrangements

Information relating to examinations includes:

  • examination format and duration;

  • language of examination;

  • examination date and venue;

  • minimum passing requirements.

 

Eligible applicants will be notified of examination arrangements after successful eligibility review.

 

 

Fees and Refund Policy

Applicants are required to pay applicable fees, which may include:

  • application fee;

  • examination fee;

  • re-examination fee (if applicable).

 

Refunds, deferments, or transfers of fees are subject to HKRPBI’s published policies.

 

 

Complaints and Appeals

Applicants and certified persons may submit:

  • Complaints relating to administrative or procedural matters; and

  • Appeals relating to examination results or certification decisions.

All complaints and appeals are handled in a fair, impartial, and confidential manner in accordance with established procedures.

 

 

Impartiality and Confidentiality

HKRPBI maintains a structured impartiality management system to identify, evaluate, and manage potential conflicts of interest.

 

All information obtained during certification activities is treated as confidential and used solely for certification purposes, in accordance with applicable policies and legal requirements.

 

 

Use of Certificate and Certification Mark

Certified persons may use HKRPBI certificates and certification marks only in accordance with HKRPBI rules and only while certification remains valid.

 

Misuse includes, but is not limited to:

  • misleading or unauthorized use;

  • use after suspension or withdrawal;

  • alteration of certificates or marks.

 

HKRPBI reserves the right to take appropriate action in cases of misuse.

 

 

Personal Data Protection and Privacy

HKRPBI is committed to protecting the privacy and personal data of applicants, candidates, and certified persons.

 

All personal data collected in connection with certification activities is handled in accordance with applicable data protection legislation and HKRPBI’s internal confidentiality and data protection policies. Personal data is collected solely for purposes directly related to certification, including application processing, assessment, certification decision-making, record keeping, and related administrative functions.

 

HKRPBI implements appropriate technical and organizational measures to safeguard personal data against unauthorized access, disclosure, alteration, or loss. Access to personal data is restricted to authorized personnel who require such access for certification-related duties.

 

Personal data will not be disclosed to third parties except where required by law, accreditation bodies, or with the explicit consent of the individual concerned. Records are retained only for the period necessary to fulfil certification and regulatory requirements, after which they are securely disposed of in accordance with HKRPBI procedures.
