IMPARTIAL PANELS

Introduction

Impartial Panels are constituted by the Certification Scheme Committee (CSC) to consider matters requiring decisionsto be made that are demonstrably free from influence by vested interests. Such matters include, but are not limited to

  1. The award of Approval and/or Authorization to ATO following audits by authorized inter;

  2. Impartial panels may be formed by the CSC when there is a necessity for any matter arises.

 

Constitution

Chairman: a senior employee of the Certification Body, such as a Head of certifications, that has not have been directly involved in the assessment of the organization that is the subject of consideration by the Panel.

 

Members: Two individual members of the CSC that are free from vested interests in the person or organization that is the subject of consideration by the Panel.

 

Other attendees: Individuals who have been involved in assessments for which the recommendation for approval, authorization and/or certification has been made may attend meetings at the request of the Panel. Such personsshall not be considered a Panel member or be involved in any decisions concerning matters under consideration.

Impartiality Policy

 

Introduction

Our organization is committed to maintaining the highest standards of impartiality and fairness in all examination and selection processes. We recognize that impartiality is crucial for ensuring that all candidates are treated equally and evaluated solely based on their qualifications, skills, and abilities.

 

Scope

This policy applies to all members of the examination panel, including external assessors, reviewers, and any other individuals involved in the examination and selection process.

 

Principles

1.⁠ ⁠Equal Treatment: All candidates will be treated equally, without discrimination based on race, gender, age, religion, disability, sexual orientation, or any other characteristic protected by law.

 

2.⁠ ⁠Objective Evaluation: Evaluation of candidates will be based solely on relevant criteria such as qualifications, experience, skills, and performance in the examination. Personal biases or preconceived notions will have no place in the decision-making process.

 

3.⁠ ⁠Confidentiality: Information about candidates and their performance will be kept confidential and shared only with individuals directly involved in the selection process, unless disclosure is required by law.

 

4.⁠ ⁠Conflict of Interest: Panel members must disclose any potential conflicts of interest. If a conflict of interest is identified, the panel member will be recused from the decision-making process for the affected candidate(s).

 

5.⁠ ⁠Transparency: The criteria and process for selection will be clearly communicated to all candidates. Any changes to the process will be promptly disclosed to ensure transparency.

 

6.⁠ ⁠Fairness in Processes: All procedures involved in the examination and selection process will be conducted fairly, consistently, and in a manner that upholds the integrity of the process.

 

Responsibilities

•⁠  ⁠Panel Members: Panel members are responsible for adhering to this policy and ensuring their actions reflect the principles of impartiality and fairness.

  

•⁠  ⁠Candidates: Candidates are encouraged to report any concerns regarding impartiality to the designated contact person within the organization.

 

•⁠  ⁠Organization: The organization will provide training and resources to panel members to help them uphold this policy and will address any reported breaches promptly and effectively.

Reporting and Addressing Concerns

Any concerns or breaches of this policy should be reported to IMPARTIALITY BOARD of HONG KONG REGISTERED PROFESSIONAL BUILDING INSPECTORS. Reports will be handled confidentially and investigated thoroughly to ensure the integrity of the examination and selection process is maintained.

 

Review

This policy will be reviewed bi-annually to ensure it remains.
